I'm trying to figure out how stable your IDs are. For example,
suppose the content stays the same, but someone changes the page

This is a very interesting point. You're absolutely right.
Technically, your IDs are not NIDs, but, because you're algorithm does
not compute hierarchy, they're not HIDs either. (06)
Have you considered using HIDs? You already measure hierarchy, as
evident from your expand/collapse feature. The IDs would look more
user-friendly as well. (07)
